Dragons have no literal gender and don't reproduce, there are no "baby" dragons.

Physically speaking dragons are fully asexual. They have no reproductive organs and cannot produce offspring. Gender however is not based solely off of the physical body and so there is most probably gender diversity amongst dragons as is seen irl and in other aedra and daedra. I've been meaning to post my the theories on this, perhaps now is time.

If you go by mk's works there are female dragons called jills that are a type of minute menders for akatosh. No baby dragons though, perhaps at the dawn of time they were allowed to reproduce until allusion turned away from his role as world eater, but that's merely a theory I had based on mk's work. Which is highly contraversial in subject matter
