Ok So I've noticed on the Uesp list of shouts for ESO there's finally a translation for Rain

Val Yol Ron - Spring Fire Rain

Is the Thu'um Dictionary outdated?

The content creator of the site is not currently doing updates and hasn't communicated a plan for updating them. As far as Skyrim goes, it's up to date. 

With ESO updates, it's not. You could call it the "Skyrim-only Version".

As an aside, thanks for letting me know about the shout updates in ESO! I hadn't seen "val" before!!!

February 7, 2020 		I think he simply made a little mistake, it's "Vah", I've just check the link and there is no "Val" :)

February 8, 2020 		That's certainly true, but there are in fact new words from the new dragon shouts as posted in the link
