One way to convey this is using the Dovahzul word for master "in". You can then apply that to "wahl" (build):

In do wahl("Master of building")

Another take is to describe them as those being adept at building: "nust voth inhus do wahl" (those with mastery of building) or "nust voth dunsewahl/dun do wahl" (those with grace of building). Note: in this context, "graceful" is the same as "being gifted" (i.e. she is a graceful master of the sword).
