Heard this in a Reddit debate, no idea what it means...

I was on Reddit debating the Skyrim Civil War, when the other guy counters one of my statements with what amounts to, "The Empire doesn't have any kind of high quality Lahvu Onikaan Kinbokrot like the Dominion or the Stormcloaks do. They got the Information on Korvunjund by sheer luck."

We were discussion the value of Espionage in the War, so obviously it has something to do with that, but I barely know anything of the Dragon Language at all, so I'm still confused.

Any ideas?
