Yes, it is still untranslated. There are many theories. Some include

 

Mad

Corrupted

unloyal

As there is no canon definition I doubt paarthurnax would accept it

Otar is one of the few dragon priest masks that doesn't have a translation into dovahzul. A theory is that it is a Nordic word instead.
