in theroy the dovah and dwemer existed at the same time but the interaction may have been limited due to the dwemer living underground but each was most likely aware of the other, and as to why the dwemer had the elder scroll, they craved and horded knolage for its own sake as well as it serving more than one perpose becase septimus uses it to see how to unlock the dwemer vault.
