Why are passport photos rejected even if everything is done correctly?

I have tried to upload a passport photo via MyTravelGov three times already, and it was rejected three times. I checked the dimensions, format, and even the background was white. I can’t figure out what the problem is. Maybe the system is too picky? Someone wrote that even the slightest shadow or incorrect head turn can be a reason for rejection. Is this true? Is it worth trying at all or is it better to go straight to the studio?

Yes, the system is very picky, but this is done on purpose so that the photo meets international standards. Most often, problems are related to the head: it should take up 50 to 69% of the frame, and the eyes should be located 56–69% from the bottom edge. Even if the photo is 600x600 and weighs less than 240 KB, but the face is too small or too big, it will be rejected. Another common error is related to shadows. I think it's not just the size of the head, but also the fact that the photo should be as clear and natural as possible. My photo was rejected because I accidentally turned on HDR on my phone, and my face turned out too bright. So it's better to check all the camera settings before shooting.
