Scott is from Latin, meaning "Gaelic speaker"  since there's no Gaelic in Dovahzul, you may want to just go with the speak part, which would be Tinvaak in Dovahzul.

Sauter, while a German surname, is a French word that means jump or leap.  There's no word for either, but fly, Bo, might be what you're looking for.

All together, you have a nice, three syllable, proper Dragon name:  Tinvaakbo

What aBOut Jakob Sauter? I assume the last part would be

BO

"Jakob" is of course Jacob. It can mean "overthrow". There's no direct translation, but Vothaarn, disobedience, might be close enough. You may want to browse the search and translator for other words you like better. Look up synonyms, too.
