The suffix -aan can directly indicate past tense. If the verb ends with the vowel ah, the suffix becomes -laan. This suffix is also used to indicate a past participle: mahlaan jun, "fallen king", from mah, "fall".

Example:
Alduin, thuri! Boaan tiid vokriiha suleyksejun kruziik?
"Alduin, my king (overlord)! Has the time arrived (flown) to restore (unkill) your ancient dominion (power-of-king)?"
(Sahloknir, 00035B4A)

Dovahzul has no direct grammer rule for past tense. To make it clear that something was in the past or is in the present, words such as los/lost and dreh/drey can be used.

In the learn document it is exampled nicely.

The most important qoute would be "Context is king when it comes to tense."
