Ysmir, DovahSebrom

This does refer to anything language related, but while playing the remastered skyrim and enduring the thu'um of the greybeards they chant, "You have become now Ysmir, dragon of the north. Remember these words."  I was wondering anyone who knows the lore, are the greybeards refering to the original dragon of the north talos, or are they refering to a past dragonborn tiber septim who knew those words before. Also feel free to explain the whole cant. I love learning new lore.

Ysimr is a title giving to those who can withstand the power of the Greybeards. It has be bestowed upon more people than just the Dovahkiin and Talos.

But it has also been considered to be an aspect of Talos.

Indeed, King Wulfharth was also called Ysmir.  It gets a little convoluted as the theory I subscribe to goes along the lines that "Talos" was actually three entities that became an oversoul and aescended.  King Wulfharth also happens to be one of these 3 separate entities.  So "Talos" who was Hjalti Early-Beard with King Wulfharth as an Ash Spirit/Cloud of Dust that surrounded Hjalti was labeled Ysmir but King Wulfharth was also labeled Ysmir well before Hjalti Early-Beard ever existed.
